Martín Becerra Torres

 

Martin Becerra Torres is a public accountant and graduate of Escuela Profesional de Comercio y Administración business and management school, affiliated with the University of Guanajuato. He is an audit specialist with a master’s degree in taxation and another in auditing, also from the Escuela Profesional de Comercio y Administración. Furthermore, he is a member of the Mexican Institute of Public Accountants (IMCP), as well as being an active member of León’s Association of Public Accountants.

 

Martín is certified by the Mexican Institute of Public Accountants (certification number 9999). He has also acted as chair of the Information Technology Committee of León’s Association of Public Accountants. He served as an expert advisor in the design of the syllabus of the Utility Provider Management diploma course taught by UNAM’s Further Education and Distance Learning Department. He has participated as a national speaker on issues relating to government accounting at events organized by Mexico’s National Association of Water Companies (ANEAS) and at the country’s National Seminar on Strengthening Water Revenue organized by INDETEC (the Institute for the Technical Development of Public Finance). He has also served as a member of the task group set up to define the Harmonized Government System of Financial Reporting’s service and collection modules for Mexican municipalities organized by CONAC (Mexico’s National Council of Accounting Harmonization), and as a member of the Government Accounting task group organized by the Mexican Institute of Public Accountants (IMCP) for drafting the questions used in the certification of public accountants nationwide.

 

He is a former Director of Finance at Guanajuato’s State Water Commission (CEAG) and former Director of Administration and Finance of Guanajuato’s Municipal Water and Sewerage System (SIMAPAG). He has 20 years’ experience as a business consultant, providing advice on administration, accounting, taxation, social security, and auditing, during which he has specialized in firms in the construction sector.
